The proposal includes $20 million for St. Paul, with the rest split between Rochester and Minneapolis. The group also recommends raising the $1 million limit on tax credits for businesses that locate in those zones.
Among the other proposals added back to the agenda are:
* $15 million a year for five years to fund collaborative biosciences projects between the University of Minnesota and the Mayo Clinic starting in 2006.
* Up to $200 million in venture capital investments in Minnesota's startup biotech firms from the State Board of Investment, on which the state would guarantee a return of 8.5%.
