The commissioners favored Newcorp's $126-million, 21-story condominium and retail development for the Kellogg Boulevard site by a slim margin in a non-binding poll. The project would require an estimated $3 million in county aid.

Some commissioners support a $62-million proposal from the Minneapolis-based Ryan Cos., calling for 170 condominiums, built only on the site of the vacant jail. Ryan did, however, also propose redeveloping, but not buying, parts of the rest of the West Building on the Downtown river bluff. A new performing arts high school proposed by St. Paul Mayor Randy Kelly is one of the proposed tenants of a redeveloped West Building, which formerly housed the headquarters of West Publishing.

Another plan, a three-tower condominium project proposed by the Lander-Sherman group did not receive any votes.

The board is scheduled to meet again March 24, and is expected to take official action then. A project could be completed by December 2006.
