The measure was recently proposed by commission member Greg Copeland, but a commission subcommittee recommended by a narrow vote that the full panel reject the measure. The full commission has 15 members, although two positions are vacant.

If the commission approves Copeland's measure, St. Paul voters would see the proposed charter change on the ballot Nov. 2. In a related action, Mayor Randy Kelly last week vetoed a city council resolution opposing his baseball stadium tax plan.

Kelly hopes to lure the Minnesota Twins from Minneapolis, but some members of his city council were concerned about the city tax dollars that would likely go with the bargain.
