What's more, it could have muddied discussions about efforts to get a new stadium in St. Paul for the Minnesota Twins.
The measure failed to pass by a 6-2 vote. Those voting against it worried that the amendment would sidestep the economic development powers of the city council and the mayor and could hamper discussions about building a stadium.
Earlier this month, St. Paul Mayor Randy Kelly vetoed a city council resolution opposing his baseball stadium tax plan. Kelly hopes to lure the Minnesota Twins from Minneapolis, but some members of his city council were concerned about city tax dollars that would likely go with the bargain.
