The adjacent parking ramp to the Elmer L. Andersen Human Services Building will have 468 parking spaces.

Work on the new building began in January. The state plans to start moving staff there in the fall of 2005, and occupy it by the end of 2005. Building construction cost is estimated at $73.9 million, while the total project cost is estimated to come in at more than $101 million.

The state entered into a lease-to-own arrangement with the Saint Paul Port Authority for the financing of the building in November 2002. Lease-to-own financing is done through bonds issued by the port authority. The state will have the option of purchasing the building for $1 at the end of the 25-year lease.

BWBR Architects of St. Paul designed the building. Architectural Alliance of Minneapolis developed the interior design and workspace program. Nearly 1,100 people will work in the Elmer L. Andersen Human Services Building.

Pawlenty cited Andersen's efforts as governor and in the Minnesota Senate on behalf of children, people with developmental disabilities and mental illness as reasons for naming the human services building for Andersen. Andersen, 94, was elected governor in 1960 and served until 1963. He also had a successful private career, working his way to the top job at HB Fuller Co., a St. Paul manufacturer of industrial and home use adhesives and forming ECM Publishers Inc., which operates community newspapers.
