It's only a rough blueprint, but Jennings tells Greater Orlando Airport Authority members increased demand will mean the 75-year-old airport is ready for at least a $3.3-billion refurbishing. Topping the development list is a $2.4-billion outlay on terminal projects, including an on-hold south terminal structure which was originally scheduled to be built by 2005. Decreased passenger counts in 2001 delayed the project.

Other proposed work in the 15-year construction plan includes $400 million for runway improvements; $235 million for road and parking projects; and $125 million for service road extensions and maintenance. The airport's primary carriers have to approve all new development since they pay for the major portion of the construction cost.

The carriers are assessing all proposed new development but are not expected to make a quick decision, airport sources tell GlobeSt.com. The passenger traffic count in 2003 was 27.3 million, up from 2002 but still below the record 31 million in 2000, according to GOAA. The existing terminal's capacity is about 38 million passengers a year.
