The one-million-sf scheme, being developed by SKMC and Farnham Properties, comprises 325,000 sf of office space, 192 hotel rooms, 74 hotel suites, a health and fitness club, 24,175 sf of retail and 75 car parking spaces. The developers also promise a rooftop bar and restaurant and a glazed pavilion, providing an all-weather amenity area, that are accessible to the public, which will be a first for a UK tower. The Tower Hamlets planning report described it as a "world class design…that is arguably the most exciting building in London in terms of its striking design and mix of creative uses."

The project still requires the formal consent from London Mayor Ken Livingstone, although he has been supportive of the scheme through the pre-planning stages. And because of its proximity to London City Airport the building also needs the approval of the Civil Aviation Authority before construction could begin.
