Ryan's proposal beat out a $126-million, 245-unit housing development project proposed by St. Paul-based NewCorp Development that won the initial favor of the commissioners in a non-binding vote. Coming in third was a smaller project proposed by locally based developers Michael Lander and George Sherman.

The old county jail and the "F" building in the Ramsey County Government Center-West are slated for demolition. While the project's construction is tentatively scheduled for May 2005, the county must first formally agree on a development contract, 85 or more of the homes must be pre-sold. The county commissioners could require further design changes.
