Over the years, a variety of plans have been put forward for the land, including one by Nederlander, a well-known Detroit developer, to build a race track on the property. That plan was shot down by neighbors concerned about noise issues.
The Detroit planning commission is to hear Nederlander's zoning request at an April 15 meeting.
Nederlander is planning an outlet mall of 70 to 80 stores.
Nederlander said his purchase of the land from the state was completed in January. Avenue Investors, of which Nederlander is the sole partner, paid the state $6 million for the property. The purchase agreement calls for the state to receive an additional $4 million when Avenue Investors sells the property and 50% of any sale proceeds beyond the $10 million base transaction price.
