"At this time, Toll is very pleased at having been awarded 'preferred builder' status by the Royal Oak Downtown Development Authority. Toll is excited about this project and looks forward to its commencement," the company says in a statement. Construction likely won't begin until 2005 on the project.

The land in question includes the vacant former Big Boy restaurant on Woodward. The three-acre parcel on which the development is being built is part of the I-696 Gateway Project, which comprises 18 total acres and includes Main Street Square.
