Locke began work under Jim Winkels, the community development director at the time. Within a couple of months, Winkels left that position and Locke became director. Locke's almost two decades of development and redevelopment efforts included 40 projects and $90 million of new development.

After completion of the Old Hwy 8 Corridor study, Locke then focused on redeveloping of New Brighton's City Center that ended up wining a "City Achievement Award" from the League of Minnesota Cities. During his career, he led New Brighton's effort to become Minnesota's 50th Star City, and helped author two comprehensive plans. He also spearheaded the revision of the Old 8 Corridor Plan, which led to the current NW Quadrant redevelopment efforts.

The 100 acres could will add more than $200 million in development and transform the area into a dynamic commercial and residential focal point for the City.

The high profile redevelopment of the McGillis and Gibbs superfund site south of City Hall was a major career accomplishment for Locke. Donatelle Plastics, Inc., Dalco Industrial Supplies, and the Main Street Village Development now occupy the site.Other projects he has been involved in include CMS, Twin Cities Oxygen, Accurate Components, Wexford Heights, Meadowood Shores, Rice Creek Center Retail Area, Ken's Market & Office Complex, Lakeview Business Park (south of Jones Lake) and Golden Pond and Brightondale Senior housing complexes.
