Granholm has been pushing the Cool Cities iniative, which aims to make Michigan more attractive to young college graduates, many of whom are leaving the state to start careers and families. Nearly 43,000 young, single, college-educated people left Michigan from 1995 to 2000, according to the governor.

In addition to the $100,000 grants, the program gives groups easier access to other state grants that can be used by cities and communities for revitalization projects.
