Dominium adds, however, that 13 of the 22 properties cited by the US Department of Justice already are lead-free and that lead removal has been completed on two buildings and work has started on the remaining seven. The seven properties that need to be cleaned up include three apartment complexes in Richfield, two in Brooklyn Park, and one each in Rochester and Maplewood.

"Dominium Management is satisfied with the agreement reached with the US Attorney's Office and proud of our proactive record to provide a safe, healthy, and quality living environment for all of our residents," the company said.

In complaints filed in US District Court in Minneapolis, the government alleged Dominium Management Services Inc. and Robert Zeman violated disclosure requirements of the Residential Lead-Based Paint Hazard Reduction Act of 1992. The US government alleged the two failed to warn tenants about lead-based paint hazards.

The defendants reached settlements in a consent decree approved late last week. Under the agreement, Dominium will pay a $10,000 civil penalty for violating the federal lead-point disclosure law and $70,000 to the nonprofit Sustainable Resources Center, which will use the money for lead-paint abatement.

In addition, Zeman, who owns 19 houses with a total of 22 rental units in North Minneapolis, has agreed to test and clean up all lead-based hazards in his properties at a cost of about $250,000. Under the terms of the consent decree, Zeman will pay a $2,000 penalty for violating the disclosure law.
