Developer Victory Housing Inc. is behind the project, which is a public/private endeavor that also involves local and national government agencies. The development cost of the structure is unavailable; however, Victory Housing recently completed a similar project--the 72-unit Victory Terrace senior apartment property in neighboring Montgomery County--for $10.4 million. The US Department of Housing and Urban Development is contributing $6 million to the Palmer Park project.

Located 7700 Barlowe Rd., the Palmer Park property will occupy part of a parcel that is home to a rundown shopping center that local authorities are in the process of redeveloping. The senior housing building will be just one component of the redeveloped Palmer Park "Village Center" site; the other segments will include the renovated shopping center and the construction of nine single-family houses. Victory House at Palmer Park is expected to reach completion in the fall of 2005.
