PRINEVILLE, OR-The Crook County Planning Commission last week voted in favor of the final development plan submitted two months ago for an 1,800-acre destination resort here by Eagle Crest Inc., the resort subsidiary of Klamath Falls-based Jeld-Wen.Redmond-based Eagle Crest holds an option for the Powell Butte ranch land that will be transformed into the resort. The land is 18 miles northeast of Bend and provides panoramic views of Smith Rock, the Deschutes Valley and the Cascade Mountains. Eagle Crest initiated the approval process for the project in March 2003. The master plan for the Western-theme resort allows for 900 housing units, which will include single-family homes and condominiums, fractional cabin-type units and a condominium hotel. The flagship amenity will be a golf course co-designed by Jacobsen Hardy Golf Course Design, a company owned by Oregon-based pro golfer Peter Jacobsen and Jim Hardy, a well-known instructor, designer and commentator. Other amenities will include a spa, restaurants, an equestrian center, swimming and tennis facilities. The development team for the overall project includes Design Workshop, a land-planning firm from Colorado; Cottle Graybeal & Yaw Architects also from Colorado; and W&H Pacific, a Bothell, WA-based civil engineering and planning firm. The project will be built out over a 10-year period. Eagle Crest owns Eagle Crest Resort, a 1,700-acre resort also near Bend that contains 2,500 housing units. It also runs the Running Y Resort in Klamath Falls and Silver Mountain Resort in Idaho. Other existing resorts near Bend include Sunriver, Inn of the Seventh Mountain and Black Butte Ranch. Eagle Crest spokesman Ken Cates tells GlobeSt.com the resort will hit a lower price point than Pronghorn, a new high-end resort now under construction east of Highway 97 between Bend and Redmond. Being developed by High Desert Development Partners LLC under the management of Hix Rubenstein Cos., Pronghorn will include just 300 home sites, two championship golf courses designed by Jack Nicklaus and Tom Fazio, a full-service spa, restaurants, a 30,000-sf private clubhouse for members and guests, swimming and tennis facilities and Camp Pronghorn for kids.
