Both AW Perry Inc., which is constructing the building, and Blue Cross/Blue Shield, which will occupy the space, will provide Rockland with $3 million in mitigation costs for the project, including $25,000 a year for the next 10 years. AW Perry will also be paying for road improvements that lead to the building.

Hingham will be receiving payment in lieu of taxes from Blue Cross/Blue Shield because its status as non profit provides it with tax exemption. The deal provides for the health care company to pay 60% of the assessed value of the taxes.

A group of Rockland residents in have voiced concerns over the increase in traffic as well as the drain on water and sewage resources. A representative of Rockland's town government tells GlobeSt.com that the town is in the process of expanding its reservoir and upgrading its sewer system to accommodate the additional use.
