SPRINGFIELD, OR-Royal Caribbean Cruises is close to submitting a formal application for a 200,000-sf call center on 32 acres here that would open in 2006 with 750 parking spaces and some 350 employees. The Miami-based publicly traded company is meeting with city officials to discuss potential development issues based on a preliminary development plans that were submitted late last week.A Royal Caribbean spokesperson was unavailable for comment on the timing of the project, but a city official says the soonest they could expect to have building permits is one to two months from a completed application. “They are very, very motivated,” city planner Jim Donovan tells GlobeSt.com. “I believe they want to be up and running in time for the spring cruise season in 2006.”The preferred site for the development is 23 acres east of Interstate 5 for which it has an option to purchase from the local Chambers family. In addition to the one-story building, preliminary plans call for a pond with a water fountain in the middle to handle stormwater runoff and a sign facing the freeway. The cost of the project is estimated at $23 million and the cost of the land is estimated at $400,000. Still under negotiation is the vacation of a 700-foot chunk of Spots Way and the related utilities relocation. Also still to be finalized is the incentive package that will be offered by state and local officials. Among other advantages, the preferred property is located in the city’s enterprise zone, which Donovan says means the project is eligible for a three-year property tax abatement.
