SAN DIEGO, CA-A new mixed-use complex that will bring a range of housing options to Downtown’s East Village neighborhood has moved one step closer to reality, as Oak Shelter Systems has secured a Centre City Development Permit for its proposed Island-Market Centre project.The development is slated to rise on an entire city block bounded by Market, 13th and 14th streets and Island Avenue. Design plans call for a four-story building and a 12-story tower that will house 164 condominiums; 48 apartment units; and 8,000 sf of retail space. In addition, the Inner City Baptist Church that currently stands at 13th Street and Island Avenue will be rebuilt and incorporated into the project. The project architects are Santos Prescott and Associates, and Joseph Wong Design Associates.Construction on the project is scheduled to kick off in March 2005, according to the Centre City Development Corp. Completion is targeted for December 2006. The proposed development still requires a Disposition and Development Agreement, as Oak Shelter Systems needs the San Diego Redevelopment Agency’s assistance in acquiring the site. In addition, the project will also require NOFA funding from the City of San Diego for aid with the 43 units that will be set aside for low- and moderate-income residents.
