Lange, an Eaton Rapids developer, has proposed a $110-million complex with a European-style undulating turf course, entertainment complex and an equestrian center at Interstate 69 and Pinch Highway. "Now we start to work with Windsor Township officials for site plan approval," Lange says. "It really becomes a real estate development now."

Lange says his project is not affected by a pending statewide ballot referendum, which, if approved Nov. 2, could effectively deny the expansion of video lottery terminals into Michigan racetracks, sinceonly existing tracks and the two pending in the Detroit area would be allowed VLTs.
