The project was formerly known as the Townhomes at Franklin Highlands but was renamed in honor of Uva Douglas, an elderly neighbor who was killed in the fire.

The Uva Douglas Estates are the first and only home ownership units created under the MassHousing/HUD Demonstration Disposition program. This program has renovated 1,850 rental units in 11 federally subsidized rental housing developments in Dorchester, Roxbury and the South End.

"What we have been able to accomplish with the Demonstration Disposition program and at Uva Douglas Estates at Sugar Hill is truly remarkable," says Miniard Culpepper, HUD acting regional director. "We have completely transformed neighborhoods and have given residents more power to control their own destiny."

The Franklin Park Development Tenants Association was the developer for these affordable condominiums. The association is made up of residents of the 270-unit Franklin Highlands Demonstration Disposition rental development.
