The project was formerly known as the Townhomes at FranklinHighlands but was renamed in honor of Uva Douglas, an elderlyneighbor who was killed in the fire.

The Uva Douglas Estates are the first and only home ownershipunits created under the MassHousing/HUD Demonstration Dispositionprogram. This program has renovated 1,850 rental units in 11federally subsidized rental housing developments in Dorchester,Roxbury and the South End.

"What we have been able to accomplish with the DemonstrationDisposition program and at Uva Douglas Estates at Sugar Hill istruly remarkable," says Miniard Culpepper, HUD acting regionaldirector. "We have completely transformed neighborhoods and havegiven residents more power to control their own destiny."
