CHICAGO-A developer who has carved a niche developing retail centers in long neglected South Side neighborhoods will buy a city-owned site at 7801-47 S. Halsted St. for $600,000. Meanwhile, the community development commission has rejected three proposals for 7901 S. Halsted St.

Glazier Corp., involved in building an $11-million grocery-anchored center on Ashland Avenue between 69th and 71st streets as well as a 12,800-sf project at 5233-39 S. Ashland Ave., will come back to the community development commission seeking tax increment financing for its latest project. Glazier Corp. plans to build 18,000 sf of retail space in two buildings, along with 60 parking spaces. In addition to developing new retail space, Glazier Corp. now manages a 160,000-sf retail portfolio, according to Audrey Mathis of the department of planning and development.

Meanwhile, the department of planning and development will try again on eight parcels to the south, including a 39,000-sf building with some historic significance. The department of planning and development prefers a proposal that would preserve the three-story terra cotta building, Mathis says.

The three proposals included a 50,000-sf plan that lacked quality retail users, a 33,000-sf project from a developer who has been involved in negotiations with the department for several years and a secretarial service looking to house its operations in the vacant building.
