ROSEVILLE, MN-The owners of Rosedale Center are proposing a 132,000-sf expansion as part of plans to renovate space left vacant by the departure of Mervyn's from the Twin Cities market earlier this year. The plans would add shops, restaurants and theaters in what would be a "lifestyle center" type of development that would extend into what is now a lower-level parking lot east of the old Mervyn's.

Shops in the expanded area would be open to the outside, not the interior of the mall patterned on a smaller scale after the Jordan Creek mall in West Des Moines, IA, according to the regional mall managing agent, Chicago-based Jones Lang LaSalle Inc. Similar open-air retail developments in Woodbury and Maple Grove, and Grand Avenue in St. Paul, are all competition to Rosedale, which opened in 1969 and was renovated in 1992. Some retailers say they no longer want to be located in enclosed malls.

The old Mervyn's probably would be remodeled into several smaller stores. The expansion tentatively would include a sporting goods store, bookstore, restaurant, cafe and a dozen other retailers, plus a 14-screen theater with stadium seating. Two theater complexes, Har Mar Mall and Pavilion at Crossroads, are within a mile of Rosedale.

Nine Mervyn's stores in the Twin Cities closed over the summer after being bought by May Department Stores as part of its acquisition of Marshall Field's from Target Corp. If the plan proceeds, Rosedale would buy the old Mervyn's from May.

Among its 157 stores, Rosedale is situated between four anchor tenants, including Marshall Field's, JC Penney and Herberger's. Mervyn's was the successor of earlier anchors Donaldson's and Carson's.

The project will cut the number of parking spaces at the mall by about 380, bringing it to 5,577 spaces. The project was presented to the Roseville planning commission earlier this month and will likely come before the city council on Dec. 20.
