"It just happens to be in front of my office," says Nguyen of the city-owned property, which he is buying for its appraised value. "I've seen a lot of changes in the community. It gets better every day."

The land sale was recently endorsed by the city's community development commission, as well as the Uptown Chamber of Commerce and Uptown Community Development Corp. After paying $50 per sf for the land, Nguyen and Tran will spend about $500,000 more to build the office space. The project is scheduled to be completed in early summer.

Asian Village, LLC turned in the only response to a request for proposals for the site, according to the department of planning and development. In addition to paying full market value, Nguyen and Tran also will get no financial assistance from the city for its project.
