WARREN, MI-Details of a major new property development here are beginning to emerge. Farmington Hills-based Grand Sakwa Properties Inc. is planning a $400-million residential and retail project, to be anchored by a Meijer Inc. superstore, including 1,100 homes on a 312-acre site next to General Motors Corp.'s Technical Center.

GM recently sold the land here to Grand Sakwa Properties Inc. In addition to the 207,000-sf Meijer store, the Heritage Village project is to include a dozen other shops and restaurants.

The development is expected to create about 1,000 jobs and generate $6.5 million a year in taxes, Grand Sakwa's Michael Layne says. Meijer's John Zimmerman says the proposed store likely would open in 2006.

The Warren planning commission last month voted 8-1 to rezone the property from medium-light and medium-heavy industrial to planned unit development, which allows a variety of land uses. The city council is to review the plan Tuesday. If the council approves the plan, construction can begin.

In addition to the retail component of the project, Grand Sakwa's plans include 203 single-family homes ranging from $275,000 to $350,000, 244 duplex condominiums, fourplexes with 204 units and 12-plexes totaling 312 units.
