Capitol Creag is described in the GAO's response as a consortium of one small disadvantaged business concern, three small business concerns, four women-owned small business concerns and one veteran-owned small business concern. The GSA's Source Selection Authority's original decision to reject Capitol Creag's bid was based on its determination that there was a "high risk of unacceptable performance associated with the small business concerns' proposals." Capitol Creag then initiated a protest, contending that the GSA had violated due process in its decision by failing to seek a certificate of competency for the company from the Small Business Administration.

While Capitol Creag lost out on the RFP, officially referred to as GS04P-02-BVD-0035, the company still has business with the GSA. As noted on its website, Capitol Creag is one of only five firms to be awarded a "regional broker contract" by the GSA, and is currently on the hunt for a nearly 500,000-sf space to house the GSA itself for a 10-year period.
