WASHINGTON, DC-After reviewing the details of a protest against the US General Services Administration by Capitol Creag, the US Government Accountability Office has made its decision. The regional commercial real estate advisory group had responded to a request for proposals for a contract to provide national real estate broker services to the National Office of Realty Services for the acquisition of leashehold interests and other real estate activities for federal tenants. Issued by GAO general counsel Anthony H. Gamboa, the decision was made in favor of the GSA, and Capitol Creag’s protest was denied. “This was a case where the decision speaks for itself, and I really dont think there’s anything we need to add to it,” Daniel I. Gordon, GAO managing associate general counsel, tells GlobeSt.com. Capitol Creag did not respond by deadline.

Capitol Creag is described in the GAO’s response as a consortium of one small disadvantaged business concern, three small business concerns, four women-owned small business concerns and one veteran-owned small business concern. The GSA’s Source Selection Authority’s original decision to reject Capitol Creag’s bid was based on its determination that there was a “high risk of unacceptable performance associated with the small business concerns’ proposals.” Capitol Creag then initiated a protest, contending that the GSA had violated due process in its decision by failing to seek a certificate of competency for the company from the Small Business Administration.
