"We have to be fair across the board and meet with all the applicants and determine what changes have been made to the original proposals that would determine the outcome," says Dominic Perrone. In late February, Wayne County executive Robert Ficano endorsed the project in his state of the county address.

Two years ago, Magna Entertainment paid $28 million for property at Vining Road and Interstate 94 to build the project. Plans include an entertainment complex, resort and sports club.

White is also said to be in discussions with three other companies that want a track license. Two racetrack licenses are available in Wayne County: one within the City of Detroit and one outside the city.

Romulus officials approved the Magna's Michigan Downs development in August. They supported it because of the tax revenue, creation of jobs and use of undeveloped land near the airport, which attracts more than 33 million visitors a year.
