Kemps would consolidate two offices at the site, which is at the corner of Energy Park Lane and Norris Circle. Kemps current headquarters is at 2929 University Ave. SE in Minneapolis and it also has another small sales office, also in Minneapolis. The close proximity of the Energy Park site to its current offices is one of its attractions.

The Energy Park building was developed in 2003 in a joint venture by the St. Paul Port Authority and Ryan Cos. Experior Assessments, recently bought by Baltimore-based Thomson Prometric, moved about 230 employees into the 60,000 sf of space it leases shortly after the building was completed and is the only tenant now in the 100,000-sf office/showroom building.

Energy Park Corporate Center is the result of a partnership between the Port Authority and Ryan that is unique in Minnesota and perhaps nationally because it is a full business partnership between a private firm and a governmental organization. Normally, the Port cleans up polluted land and sells it for $1 to a company, which then builds and owns the facility. In this case, the Port and Ryan equally own the building and lease space to tenants.
