The development will sit near the corner of W. Patrick St. and S. Carroll St., with one four-story office building consisting of 24,000 sf on Patrick St., and a one-story office structure offering 3,000 sf on Carroll St., facing Carroll Creek. The parking deck will sit in between the two office structures and will feature space to accommodate 650 vehicles.

While the city welcomes the additional office space, it is the parking space that is of the greatest necessity. According to the Downtown Frederick Needs Assessment, Recommendations and Implementation Plan, a city-commissioned report submitted by Desman in 2003, demand for downtown parking will reach 2,871 spaces; current availability is below 1,500 spaces. Hess is on target to compete both the office segment and the parking facility in June of this year.
