Legislature Agrees on $945M Bonding Bill

ST. PAUL-Among the projects are $85 million to expand the state prison in Faribault, $24.4 million for Minnesota Zoo in Apple Valley, $21.7 million for University of Minnesota-Mayo Clinic biotech research facility in Rochester and $18 million for Red Lake School District.

ST. PAUL-Minnesota will start a $945-million construction program this spring after state legislators worked out a tentative agreement over a bonding bill this week with Gov. Tim Pawlenty. The deal would authorize the state to borrow money for such projects as new biotechnology research lab in Rochester and Minnesota’s first commuter rail line through the northwestern metro suburbs.

The $945-million price tag is a compromise between the $1-billion construction bill passed by the Senate and the House’s $817-million version. Pawlenty had requested $816 million for construction. The state would borrow $886 million for the projects, with an additional $59 million coming primarily from user fees.

The legislature failed to pass a bonding bill last year. The stalemate contributed to the 2004 legislature’s “do-nothing” reputation and the defeat of more than a dozen House Republican incumbents in the November elections.
