After residents expressed concerns over the project, citing environmental worries, the developer, Toll Brothers, reworked the plan and won approval. One of the changes required Toll Brothers to reduce the number of overall housing units from 109 to 95.

The project, which has been in the works since late 2003, will be built on a 37-acre site west of Pilot Knob Road and south of Cliff Road.

The land has a history of pollution including stockpiled horse manure and demolition debris from the former Metropolitan Stadium in Bloomington, MN. Pennsylvania-based Toll Brothers will foot the bill for the site's environmental remediation and hopes to get it done by mid summer, with final plat approval in July.

Opponents will likely appeal the council's decision before the Minnesota Board of Water and Soil Resources.
