PORTLAND, OR-A local development joint venture of Onder Development and Williams & Dame has won approval for a 150-foot-tall condominium tower and a four-story row of townhouses at Northwest Westover Road and 23rd Place, behind the Uptown Shopping Center. The city council signed off on the project one month after rejecting it because of its height, which hasn’t changed. Instead of lowering the height, the developers agreed to make community improvements surrounding the site, including sidewalks with curb extensions and extra landscaping. In addition, the developers agreed to help design and fund some sort of monument at 23rd Avenue and Burnside Street welcoming people to the Northwest District. In previous negotiations, the developers agreed to narrow the tower, set it back 30 feet and reposition it on the site.The 35,000-sf development site, now a parking lot, is owned by locally based ScanlanKemperBard Cos., a real estate merchant bank and development advisory. The site was included in its 2002 acquisition of the Uptown Shopping Center (72,000 sf) and apartments (47 units) from Federal Realty Investment Trust for $20.76 million. SKB principal Bob Scanlan tells GlobeSt.com that the sale of the parcel was contingent upon site plan approval and is now scheduled to close this summer. Jack Onder tells GlobeSt.com that construction will begin shortly thereafter.The tower will have 104 units ranging in size from 800 sf to more than 3,000 sf in some of the penthouses, Onder says. The 57 surface parking spaces currently on the development site will be built into the lower floors of the residential tower and deeded back to Uptown Shopping Center as part of the purchase and sale agreement with SKB, he says.
