SOUTH ST. PAUL, MN-Construction was completed Friday on a new 36-unit Downtown condominium project done by a partnership between Frauenshuh Cos. and developer Brian Sweeney.

The stylish brownstone condos are called "the Wakota on Fourth," and the units include amenities such as maple cabinets, granite countertops and gas fireplaces in this first-ring suburb near Downtown St. Paul. A model recently opened for viewing and prices start at under $200,000 and can reach more than $250,000. The condos come with a 45-stall underground parking garage and 21 spaces of surface parking.

The new three-story building just behind City Hall, occupying a three-quarter acre site once occupied by the vacant Mizpah Masonic Lodge, a City Hall parking lot and a small accounting firm.

The partnership raised $6 million in corporate debt late last year to build the development. The other players involved in creating, building and selling the project are the architectural firm of Walsh Bishop, the general contracting firm Kraus Anderson and real estate agents, Metzen Realty. Sweeney, a former planning director with the City of St. Paul, teamed up with David Frauenshuh, the head of Edina-based Frauenshuh Cos. to develop the project.

South St. Paul, with a population of a little more than 20,000 people, is trying to shed its working class reputation as a stockyards and meat-packing industry center--most of that industry has been gone for several decades--by creating chic, urban-style housing and entertainment and restaurant businesses.
