DETROIT-The City of Detroit has a new No. 2 man for economic development. Douglass Diggs, who had been working as director of community and economic development for Detroit Renaissance Inc. since 2000, has been appointed deputy director of the Detroit Planning and Development Department by Mayor Kwame Kilpatrick. Diggs will report to Walt Watkins, the city’s chief development officer. In late August, Watkins announced plans to leave the city post early next year, possibly right after the Super Bowl is played in the city on Feb. 5.

Diggs succeeds Henry Hagood. Hagood resigned on Aug. 24 shortly after a series of broadcast reports questioned his conduct in relation to the sale of several parcels of land in the city. At Detroit Renaissance, Diggs, 41, created the Detroit Community Loan Fund, which lends to small, minority-owned businesses in the city. He also worked with the Michigan Statewide Minority Business Center.
