CHICAGO-City official turned developer David Doig is proposing 41 multifamily units in the 400 block of North Waller Avenue, an $11-million project for an Austin neighborhood that has seen little new market-rate housing in recent years. Rezoning of two sites was endorsed by the city council's committee on zoning Tuesday.

Doig's group plans to build 26 units in a series of three-flat buildings on a 33,300-sf vacant lot at 445-57 N. Waller Ave., with 52 parking spaces, says attorney Rolando Acosta. Prices would be in the "low to mid" $300,000 range, says Doig, former chief executive officer of the Chicago Park District. Across the street at 420 N. Waller Ave., Lake Waller LLC plans to build a 15-unit condominium building with 15 parking spaces on the 21,000-sf site. All units on both sides of Waller Avenue would be two-bedrooms, but Doig says the condominiums would be priced in the "low to mid" $200,000 range.

The properties had been zoned for multifamily use but eventually were down-zoned to the lowest single-family category. The city council is except to approve RM5 zoning for the sites, allowing for about 100,000 sf to be built.

"This development would add value to the 29th Ward," says Alderman Isaac S. Carothers. Adds 36th Ward Alderman William J.P. Banks, chairman of the committee on zoning, "The alderman has been attempting for a very long time to expand on his ward's housing stock."

Doig also is involved with GenOne Group, which is building the 27-unit Corcoran Condos across Austin Avenue from the village of Oak Park. Further east, GenOne Group and Hispanic Housing Development Corp. are building 79 units in East Garfield Park.
