The vote on PUD is now expected to occur at a special meeting scheduled for Oct. 25 at 6 p.m. If approved by the Planning Commission, the development would then go before the City Council for final approval. A PUD allows for certain exceptions to development standard of an underlying zone; in this case Kaiser is seeking exceptions for maximum height and lot coverage.

The city's Planning and Zoning Hearing Board approved the health system's conditional-use application for the hospital last week; there was no opposition to the vote. Yesterday's expected vote on the entire PUD was pushed back in part because earlier, more controversial items on the agenda took up so much time that the commission didn't have time to do more than listen to the presentation and provide some brief feedback, a source in the city's planning department tells GlobeSt.com.

The development would replace Kaiser's current medical and dental buildings off Northwest Evergreen Parkway. The first phase will include a four-story, 380,000-sf, 138-bed hospital as well as a six-story, 352,000-square-foot medical office building and the two parking structures.

The goal is to have the first-phase facilities open by 2009. A later phase would expand the hospital and one of the parking garages and add 95,000 sf of additional hospital support space.

The new facilities are needed to support Kaiser's expected subscriber growth in the region. The nonprofit group health organization has 454,000 subscribers in this region—including 75,000 in Washington County--and expects that to hit 600,000 by 2014. The hospital would be Kaiser's second in the area, following the Sunnyside hospital in the Clackamas area.
