The jury found that negligence on the part of the Port Authority for not properly maintaining the garage was a substantial factor that lead to the attack. The jury found the authority 68% responsible for the attack, while holding the terrorists 32% responsible.

This case was a consolidation of 400 cases brought in the matter. Money damages will be determined in separate trials. The jury was not allowed to consider the Sept. 11 terrorist attacks that destroyed the towers.

The Port Authority expects to appeal the verdict. Ramzi Yousef was convicted and sentenced to life without parole for his role in the attack.
