SunCal officials say they will propose a mixed-use redevelopment. Generally, it would include a variety of housing types, a neighborhood commercial center and open spaces with hiking trails.

The company placed its final bid for Oak Knoll on Nov. 4. A company official could not be reached for comment.

SunCal, based in Irvine, has developed 100,000 homes, mostly in Southern California and the Sacramento area. Current projects include a 6,000-home community known as McAllister Ranch in southwest Bakersfield, a 2,958-home project in the Greater Sacramento area called Lincoln Crossing, and a 1,890-home development at Bickford Ranch in Placer County.

Several other Bay Area military bases are in various stages of redevelopment. Elsewhere in Oakland, officials are discussing how to reuse the now-defunct Army Re-Supply Base. Suggestions have ranged from an Indian Casino to a theme park. On Treasure Island, San Francisco city officials earlier this week unveiled plans for a 40-story residential tower; more than 5,000 housing units are planned for the old Naval base.

Projects further along include the 700-acre Alameda Naval Air Station, which has been renamed Alameda Point and development deals signed for 1,800 housing units, and on Mare Island in Vallejo, where 3,000-plus units of housing are in the works.

And earlier this week President Bush authorized the decomissioning of the Concord Naval Weapons Station next year. It will end up in the hands of the City of Concord, which plans to transform it into a community of 33,000 people if it can successfully decontaminate several hotspots on the property.
