Medtronic's largest business unit, Cardiac Rhythm Management develops cardiac devices, such as pacemakers and implantable defibrillators. The first phase of its new headquarters will consist of two eight-story towers and an adjacent 4,000-space parking garage.

The buildings will be situated on an 85-acre site near Trunk Highway 10 and Interstate 35W. They will house up to 3,200 Minnesota CRM employees currently located at five locations across the Twin Cities.

The project is master planned for a total of 1.5 million sf, which could house up to 6,000 employees. Phase II includes the addition of an eight-story, 380,000-sf tower, while Phase III will add another seven-story, 300,000-sf tower.

The complex will also feature a glass, seven-story, 30-foot-wide "link" connecting the towers on floors one through seven. The link will contain fully wired conferencing areas and pedestrian walkways to enhance communication and interaction between CRM departments.

In August, the Mounds View City Council voted 4-1 against a referendum on the development. A group of Mounds View residents opposed to selling a city golf course to Medtronic for the development had gathered 1,200 signatures in support of a proposal to put the project on the November ballot. But following the advice of the city attorney, the council decided not to certify the petition on the grounds that referendums can be used only for laws, not development deals.
