Further details of the lease have not been disclosed. The average rate for new class A office space in the suburban Hampton Roads area is $19 per sf, according to NAI Harvey Lindsay, and the average rate for high tech/R&D space is $8 per sf. Developer Craig Davis Properties was represented by the company's Steve Mallon and Jay Joseph of GVA Advantis, while the GSA represented the Air Force.

The Quad occupies 48 acres on a spot near Langley Air Force Base and the NASA Langley Research Center. The developer purposely sited the property near Langley to facilitate tenants' interaction with its research leaders and academic population. The Air Force's offices will be on the first three floors of the secure building, which is designed to meet the US Department of Defense's Unified Facilities Criteria.
