Adrian Washington, AWC president and CEO, tells GlobeSt.com that the AWC will be able to present to developers a draft plan for the development for Hill East, a 66-acre site along the waterfront for which a one-million-sf mixed use development has been proposed. The draft plan should be ready in early 2007.

Poplar Point, a 100-acre plot, is another major area set to transfer. AWC will also be submitting a draft proposal for this site next year, but later in the year, Washington says.

The agency has been engaged in preliminary planning, such as community meetings, ever since the bill was introduced last year. Now that passage is all but assured, with the House having already passed similar legislation, the city can start to involve private sector developers in the next stages, Washington says. "With federal legislation you never know what is going to happen until it is actually passed," he says.

Preliminary plans for Hill East call for housing, a healthcare complex, retail and recreational facilities. For Poplar Point, he says, AWC is still in a study period working with the local community.

The newly passed bill, called Federal and DC Government Real Property Act, H.R. 3699, transfers more than 200 acres to the District. Under the bill, the National Park Service and the General Services Administration will hand over more than 17 properties to the District. For its part, the city will transfer 10 properties to the Park Service.
