SPRINGFIELD, VA-The last pieces to an ambitious $1.2-billion development that will consolidate six National Geospatial Intelligence Agency offices in one headquarter campus are falling into place. First, there was the recent selection of the construction management contractor–joint venture of Clark and Balfour Beatty. Now, the schematic design phase–the final phase–under a joint venture of RTKL and KlingStubbins is about to begin.
RTKL and KlingStubbins received the mandate from US Army Corps of Engineers, Baltimore District, in March 2006. The design process is expected to be complete in late 2008, with construction completion estimated for fall 2011. The new campus will be approximately 755,000 sf and sited on roughly 127 acres near Springfield.
“This was the last major decision [for the campus] in terms of the team,” David Thompson RTKL VP-in-charge of the project and director of the joint venture tells GlobeSt.com. “We are now with working with NGA and the Army Corp to complete the design and begin a fast track approach to building the project.” With the construction management team in place, development is expected to mobilize within a month.
The project consists of more than 160 team members. The RTKL/KlingStubbins joint venture was awarded an initial contract for pre-design, programming and master planning services, schematic design, and design development in support of a design-build RFP.
This piecemeal procurement of services is new to the Army Corp. The NGA project, in fact, is pioneering Integrated Design Bid Build, a new methodology that enables the RTKL/KlingStubbins joint venture to work with Clark and Balfour Beatty, to fast-track procurement packages and final design. “A routine procurement would have been either a conventional design bid or a design bid where a contract was awarded to a combo of designer and builder as a single contract,” Thompson says.
