MANASSAS PARK, VA-American Building Corp. and the City of Manassas Park have submitted a proposal to the US Army Corps of Engineers to build a 45-acre, transit-oriented office campus that will include a turnkey Department of Defense campus. This campus would consolidate up to 6,500 personnel as part of the 2005 Base Realignment and Closure Act.

The proposed $1.5-billion development would also include approximately five million sf, with a new City Hall, civic center, public library, condominium towers, office space for up to 20,000 workers, hotel and conference center, shopping and entertainment, and recreational facilities.

While the crux of the proposal now focuses on BRAC, it is not dependent on it, city attorney Dean Crowhurst tells GlobeSt.com. "This is a huge development we are proposing and it has a lot of parts." If the army does not pan out as a tenant, then the developers will focus on getting other government agencies or private sector companies, he says.

The 115-acre community, which will be called Blooms Grove Station, will be certified a Leader in Energy and Environmental Design Platinum Community. Indeed, another key part of the proposal is the bid to add metro transportation to the Virginia Rail Express stop , Crowhurst adds. Some of the green technologies that will be used for the project include geothermal heating and cooling, underground water basins to recycle soft rain water, LED lighting and photo voltaic solar cells.

Ground could break as early as next year. Now that the proposal has been submitted, the state requires a 45-day comment period for competitors to make their own bids.
