The Fort Monmouth Economic Revitalization Planning Authority, a locally based state agency headed by long-time development exec Frank Cosentino, unveiled initial plans in March, and the latest plans developed by San Francisco-based planners EDAW Inc. alter the scenario a bit in terms of layout and composition. FMERPA has a Sept. 8, 2008 deadline for getting final plans to the Department of Defense and other federal agencies. Fort Monmouth is a casualty of the 2005 BRAC cuts, with its functions moving to Aberdeen Proving Ground in Maryland.

The current plan making the public hearing rounds this week and next would create a town center in each of the three affected towns. It would include a total of 1,500 new residential units, about equally spread among the three, with approximately 400 of those units classified as "affordable." Each town center would include a retail component and other uses.

The town center proposed for Tinton Falls, for example, would have about 80,000 sf of retail and more than 100 acres of open space, including a 12-acre "central park." The residences would be a combination of townhouses and apartments, and the town center would include community facilities.

Fort Monmouth's 18-hole golf course, located in Tinton Falls, would remain in place as a recreational amenity, but would be sold to a private operator. And other base-wide recreational facilities, including bowling lanes, pools, youth centers and a marina on the Shrewsbury River, would also remain in place.

The plans also include some office and light industrial space spread throughout, but mostly on the fort's main installation here. Technology-related businesses would be a major target for occupancy, tied to the fort's current uses. Fort Monmouth's primary function has been as a central intelligence-gathering post for the US Army.
