"It's a very prime, phenomenal retail location, and this development is very important to us," Diduch tells GlobeSt.com. "The village has grown exponentially in the past 10 to 15 years and we just don't have the retail base and sales tax revenue that will help us provide the services our 25,000 residents require. The projected sales tax revenue for us is absolutely huge."

New Lenox is projected to grow to as many as 90,000 residents during the next two decades. The Cedar Crossings development, which has been in planning since 2006, will provide more than $60 million in additional sales tax revenue, Diduch says, nearly $11 million of which will go to the village.

The developer has been quiet about other potential tenants. Other stores confirmed for the project include a Shoe Carnival and a 90,000-square-foot Kohl's. The project will consist of large retailers around the perimeter of the center, with a concentration of smaller shops along a main street known as the Village Shops. Officials from Zaremba could not be reached for comment.

The Meijer, first proposed to the village in July, will include a drive-up pharmacy and outdoor garden center, as well as a separate detached convenience store and gas station. Plans for the store were approved by the village last week, and the company has a year from now to pull building permits and move forward on the 18.2-acre site. Diduch says it is not clear when the Meijer will begin building or open its doors, though a grand opening for the rest of the development is planned for spring 2010.
