The review is focused on one final piece of the retail and residential development: permission to move the Salt River Project's electrical substation from the development site at Scottsdale and Camelback Roads to a new location. The location at 68th Street and Indian School Road is also owned by Madkour and partners.
The new location needs to be rezoned, but Madkour told GlobeSt.com in a previous interview that obtaining zoning approval shouldn't be a problem. However, Scottsdale's city council requested that the review, originally scheduled to take place on December 9, be pushed to January 27.
A spokesman for Madkour's local Scottsdale Canal Development LLC tells GlobeSt.com that the holdup involves a final contract to be signed between the City of Scottsdale and the developer. The agreement involves, among other things, the status of two pedestrian bridges. There is nothing hindering the agreement, the spokesman says, and it should be finalized this week.
"The council asked if we could delay our presentation until the agreement was finalized," the spokesman continues. "In January, a new council takes over, and their first meeting, January 6, will be too soon. Everyone felt it would be better if they could have more time with it before we presented the case for rezoning to them."
If the council approves the rezoning request, preconstruction will begin as soon as possible on the substation. The spokesman says the timeline for groundbreaking of the actual Solis project hasn't yet been determined.
He notes that the delay gives them more time to educate the public both about the substation and Solis. The substation rezoning request has seen its share of controversy from neighbors in the area, and the spokesman says Madkour understands the concerns.
However, "once people learn about how the substation will be relocated, and that it's being designed by an award-winning architect,, they'll see how the project, overall, will end up being a big benefit to Scottsdale," he adds. "This delay gives us more time for outreach, and for feedback from the community."
