The announcement comes during some rough news in the area. According to a recent report, about $263 billion Dubai projects have been put on hold or cancelled. One of those is the $38 billion Nakheel Skysraper, which is proposed at nearly 4,000 feet and would be the world's tallest.

Despite these setbacks, Nakheel executives are expecting residential projects besides Marina Residences to begin filling up in the next two years. Those include 2,200 units at Jumeirah Villages and some of the 2,000 properties at Jumeirah Park.

Late last year Nakheel opened Atlantis, a resort on Palm Jumeirah. It features nearly 1,400 guest rooms, 17 restaurants and bars and a water-themed amusement park.
