The top-floor space, totaling approximately 15,000 square feet, will be occupied by 70 employees with US Customs and Border Protection, a division of the Department of Homeland Security. Other tenants at Miramar are expected to benefit from the enhanced law enforcement presence at the office segment of the suburban mixed-use project, which is being developed in a joint venture between New York City-based RockGroup and New Hyde Park, NY-based Kimco Realty Corp.

"Given the current economy, government contracts like this one are very attractive," Edgar Jones, vice president and regional development officer with RockGroup in Miami, tells GlobeStcom. "These days, there aren't a lot of tenants with good credit and the government's credit, obviously, is reliable."

Jones notes that this is RockGroup's second government contract in the past year, following the development of a Veterans Administration clinic in Oceanside, CA. He believes the new relationships with the GSA will lead to more work with the government going forward.

Miramar Town Center broke ground in April 2006 and is planned to include 146,000 square feet of retail and restaurants, more than 50,000 square feet of office space and 500 residences. Current construction includes 77,000 square feet of retail and 45,000 square feet of offices.

Caroline Fleischer and Greg Martin, office brokers with Cushman & Wakefield, represented the RockGroup/Kimco JV in negotiating the lease at Miramar. Sterling Hedley of Smith Real Estate Services in Atlanta represented the government along with James Thompson, GSA contracting officer.

RockGroup's other current major commercial projects in the Southeast include a foreign trade zone distribution center with 1.1 million square feet in Charleston, SC and a 1.5-million-square-foot industrial building in Social Circle, GA. It also plans to redevelop a 113-acre former auto racing track in Lakeland into an industrial park with at least one million square feet.
