NEW YORK CITY-The Empire State Building's owner is urging the New York City Council to amend or reject the construction of a proposed tower, 15 Penn Plaza.
On Wednesday, the City Council will decide on the project. The 67-story Penn Plaza tower will only be 34 feet lower than the Empire State Building. David Greenbaum, the president of the company preparing to construct the tower, told the committee that the new tower would provide office space critically needed in midtown Manhattan.
