BOSTON-A joint venture of the California state pension fund and WinnCompanies, the developers of the stalled Columbus Center development situated in Boston, has attained a legal agreement with state transportation officials.

The developers have agreed to pay nearly $5.5 million and other benefits to clean the fallow work site on the Massachusetts Turnpike. They were asked to fund landscaping, road work and other works on four sites where they had started the project, which stalled in April 2008 due to funding problem.
